South Harbor Implementation Plan | El Puerto Sur - Plan de Implementación
In the Vision Lynn planning process, Lynners told us they wanted to see the transformation of the waterfront. The neighborhood has the opportunity to accommodate the kind of development that would provide the jobs, housing, and open space access the community wants.
In 2023-2024, the City created the South Harbor Implementation Plan (SHIP) to build on previous planning work in the neighborhood to better articulate the infrastructure investments needed to support future development. This work was funded through a Housing Choice grant through the Executive Office of Housing and Livable Communities and a local match provided by the Planning Department. We hired Utile, Tetra Tech, and Landwise to help us conduct this work, which concluded in Spring 2024.

Next Steps
Over the past year, Lynn has made tremendous progress in bringing the South Harbor Implementation Plan (SHIP) to life. Together, we’ve advanced key priorities identified by the community:
- Launched engagement on the future of the Lynnway
- Increased ferry service to Boston
- Celebrated the opening of the breathtaking Harbor Park
- Secured federal funding to explore making River Works a public stop
- Supported private development projects that are reshaping the neighborhood
But there’s still more work to do. To fully realize the community’s vision for South Harbor, we need to unlock new tools that will help expand the street network and activate long-vacant lots.

El Puerto Sur - Plan de Implementación
En el proceso de planificación de Visión Lynn, los residentes de Lynn nos dijeron que querían ver la transformación del frente marítimo. El vecindario tiene la oportunidad de incorporar el tipo de desarrollo que proporcionaría empleos, viviendas y acceso a espacios abiertos que la comunidad desea.
En 2023-2024, la Ciudad creó el Puerto Sur – Plan de Implementación (SHIP por sus siglas en inglés) para construir sobre el trabajo previo de planificación en el vecindario para articular mejor las inversiones en infraestructura necesarias para apoyar el desarrollo futuro. Pero aún queda trabajo por hacer. Para realizar plenamente la visión de la comunidad para el Puerto Sur, necesitamos desbloquear nuevas herramientas que ayudarán a expandir la red de calles y activar terrenos vacíos desde hace mucho tiempo.

South Harbor will not transform overnight
The South Habor Implementation Plan (SHIP) outlines a general timeline for overall phasing of key infrastructure projects, outlines paths towards funding these projects, and provides guidance on the roles different stakeholders will play.
The community is a stakeholder, we the residents and commuters are going to be inconvenienced immensely and for how long. My question is what is the plan for not creating major traffic issues during the projects? What is the plan for the GE Bridge. What is the long term view look like for us?

Mayor Nicholson, Council President Walsh, and Councilor Hogan were pleased to host Senator Warren, Congressman Moulton, and a number of state and local officials to discuss the South Harbor Implementation Plan and the need for federal support to unlock housing capacity in April 2024.
