Lynn residents have been clear about the importance of improving, updating, and maintaining our parks and natural resources. In our Vision Lynn kickoff survey, nearly half of respondents identified our natural resources as the thing they loved most about Lynn. In the Mayor's survey about how to spend federal American Rescue Plan Act (ARPA) dollars, parks and recreation was the second-highest ranking focus area, prioritized by 62% of respondents.
Open Space & Recreation Plan
To guide this work, the City is updating its Open Space & Recreation Plan (OSRP). The Planning Department was awarded a grant from the Massachusetts Department of Housing and Community Development to conduct this work, which will update the 2016 Open Space & Recreation Plan, which expires this year. OSRPs are approved by the Commonwealth of Massachusetts and help a community plan for the future of its conservation and recreation resources. Once Lynn has a new OSRP approved, we will be eligible for grants from the Department of Conservation Services for up to seven years.

Other Park Projects
ARPA-Funded Park Improvements: The City has allocated $16M towards park improvements throughout the City. ARPA dollars must be obligated by the end of calendar year 2024, which means the City must work quickly to use these funds. Based on feedback we heard from the community, the City identified six parks to utilize these funds: Breed Park, Gallagher Park, Keaney Park, Kiley Park, Lynn Woods, and McManus Park. The plan is to improve and replace the facilities on each of these parks.
As of February 2024, three parks (Lynn Woods, Gallagher, and Kiley) have contractors hired to complete the improvements. Click here for the complete update.
Lynn Harbor Park: The City of Lynn is working in partnership with the Massachusetts Executive Office of Energy and Environmental Affairs (EOEEA) to reimagine a 30-plus acres of land on the Lynn waterfront as a public park. Check out the project page to learn more about this initiative.
Barry Park: To help reduce flood impacts at our community’s beloved Barry Park, a new stormwater management project is being design and installed at the northern edge the park by the parking lot. Learn more.
Parks Conditions Assessment: The City of Lynn is working with a consultant to assess conditions at several additional parks throughout the community. This work will help identify necessary repairs and improvements to existing conditions, recommend next steps, and provide cost estimates for some of the priority fixes identified.

Los residentes de Lynn han sido claros sobre la importancia de mejorar, actualizar y mantener nuestros parques y recursos naturales. Project Goals
The City requested a new all-weather, multi-use artificial turf field, field lighting, and skateboard park improvements. The budget was targeted at $5M.
Concept 1
The designers are considering three different concepts. All include two soccer and football fields, a baseball field, a softball field, an improved skate park, spectator seating, and a proposed building. The first concept proposes relocating the skatepark.
Concept 2
The second concept keeps the renovated skate park in its existing location, but creates more space for parking or practice space.
Concept 3
The third concept is similar to the first, but proposes a slightly different layout for the softball field.

The City requested the demolition of the clubhouse, new playground equipment and splash pad, and outside track, an irrigation system, and renovation of existing bathroom facilities. The budget was targeted at $5M.
Possible Concept
The designers considered multiple layouts to accommodate the scope of work, but ultimately decided to move forward with Concept A. Concept A includes ballfield drainage improvements, irrigation on all turf areas, a 3/4-mile track, the demolition of existing fence, playground improvements, a splash pad, a restroom and picnic area, treework, and new furnishings.

The City requested the installation of new lighting, upgrading existing lighting, new fencing, and improvements for the dugout and baseball fields and targeted a budget of $2M.
Proposed Improvements
The proposed improvements include refurbished fencing and bike racks, a new bleacher with ADA access, a refurbished ball field including a new dugout bench, irrigation and draining installation, refurbished batting cages, new score boards, and a restroom building. The design protects the existing basketball and tennis courts.

Project Goals
The City prioritized a new playground, a turf irrigation system, a pickleball court, and lighting for the basketball courts in the Gallagher Park renovations and targeted a budget of $1M.
Proposed Improvements
The proposed improvements are split into two phases. In the first, we will provide irrigation at all ballfields (1), we will create an ADA accessible path with lights and stairs (2, with possible 2a extension to Hurd St), we will renovate the baseball field (3) and softball field (4), and work with an arborist to conduct treework in the area.
In the second phase, we will make playground improvements (6), improve the courts (7), improve the entrance (8), install furnishings (9), and repair a retaining wall (10).
Destination Playground
As part of the phase 2 playground improvements, we're exploring creating play features with a signature element for ages 5-12 (1), play features for ages 2-5 (2), an embankment slide for ages 5-12 (3) and an embankment slide for ages 2-5 (4). We'll also have an ADA path to playground (5), park view swings (6), a nature play area (7), a picnic area (8), and a large-group picnic area that can accommodate birthday parties (9).
