Overview

Western Avenue is an important corridor in Lynn, home to a healthy mix of residential properties and small businesses. It is one of the most heavily traveled roadways in the city used by 15,900 to 18,400 vehicles per day. Given the importance of the corridor and the need to upgrade its infrastructure, the City of Lynn is working in partnership with MassDOT to improve close to 2 miles of Western Avenue from Centre Street to Eastern Avenue. The improvement project will involve the complete reconstruction of the roadway, incorporating improved safety and accessibility for all users – those who walk, bike, ride the bus, and drive along Western Avenue. Intersections along the corridor will be redesigned and upgraded to allow for the safer passage of vehicular traffic and pedestrians. Bicycle and pedestrian accommodations, upgrades to signals to prioritize transit, drainage improvements, new signage and pavement markings will also be included in the project.

Traffic and Safety Improvements

Traffic and safety improvements will be a focus at several key intersections along the Western Avenue corridor:

  • Centre Street
  • Mall Street
  • Park Street
  • Franklin Street
  • Washington Street
  • Maple Street/Bay View Avenue
  • Chestnut Street

The intersections at Franklin Street, Washington Street, and Chestnut Street have been identified by MassDOT as experiencing an excessive number of traffic accidents making these intersections a priority for safety improvements.

Enhanced Bicycle, Pedestrian, and Transit Accommodations

The project will include improved infrastructure to safely accommodate vehicles, bicycles, pedestrians, and transit with the goal of creating safe space for all modes of transportation on Western Avenue.

MBTA Bus Routes 424, 434, and 450 serve this section of Western Avenue. As part of this effort, the city plans to upgrade traffic signals to prioritize public transit (called Transit Signal Priority) and enhance bus stop locations throughout the corridor.

Project Funding

The construction of the project is being funded through the State Transportation Improvement Program (STIP). The STIP is a five-year investment program that prioritizes federal and non-federal funds for improvements to our roadways, bridges, transit systems, and bicycle and pedestrian facilities throughout Massachusetts and in collaboration with the City of Lynn. The City is responsible for funding the design of the project.

Community Engagement

The City of Lynn has extensive community engagement efforts planned including 5 public meetings during the conceptual design phase of the project. These meetings will allow opportunity for residents to provide feedback early in the process to ensure the City is incorporating resident input in the project design. In addition, the STIP program requires public hearings at the 25% and 75% design phases.

The first public meeting to introduce this project to the community is scheduled to take place on Thursday, June 8, at 6pm in the Lincoln Room at Lynn English High School, 50 Goodridge Street.

    They City of Lynn in working in partnership with WorldTech Engineering and MassDOT to design and implement a complete reconstruction of Western Avenue from Eastern Avenue to Center Street. The project has been programmed for funding on the Transportation Improvement Program (TIP) through the Boston Metropolitan Planning Organization (MPO) for federal fiscal year 2027.
